You say in your letter that the supply machinery must back you up from outside. We quite agree and that we are trying to do. You know of course that, until the Civil Administration takes over, procurement of supplies is a matter for the War Office, and I am accordingly sending a copy of your letter to the Secretary of State for War. As for the immediate post-military period, we are working on the Young Report as a basis. Indents for procurement have been sent to the Crown Agents for the Colonies and the supplies obtained by them will, we trust, be supplemented by supplies of consumer goods coming in through normal commercial channels.
In conclusion let me say that Hong Kong and our other Far Eastern territories are naturally very much in my mind at the moment, and that I am most grateful to you for your interesting and encouraging letter.
